This method sets the mode of SetProperty, SetValue and DisplayAs to only affect the annotation properties. Any call to SetProperty and SetValue,following a SetAnnotation call, affects the annotation objects of the layer. The mode is set this way until another call to SetFeature or SetFeatureAndAnno is made.
